JoAnn spent twenty-five years overseeing accounting and cash management functions for a national firm. It was a lifelong dream to one day start and operate a business of her own. With years of experience this provided JoAnn with the necessary know how and confidence she needed to start Rio Vista. JoAnn's interest in the construction industry led her on a natural path to start a construction business of her own. She believes this industry will afford her the best opportunities to succeed. JoAnn Launched Rio Vista in May 2004. With the help of the United Sates Small Business Administration and other business associates, JoAnn aspires to grow Rio Vista and fashion it into a leading national general construction contractor and construction management firm. In joining Rio Vista in January 2008, Russell brings Over 27 Years of Construction and Construction Management experience to Rio Vista. During the last 25 years, Russell worked strictly on Federal Government Construction Contracts. Russell has been directly involved in managing over 40 federal construction Contracts ; totaling over $1 Billion in federal construction and spanning a 23 state area.
