I hired Fran in 2003. He did work that I did not agree to and then proceeded to double the agreed bill rate. His work was sloppy and he dumped a lot of things and tried to bury them on my property. Watch out for this one, don't let him do ANYTHING extra outside of the agreed contract. Most of the work he did had to be redone by another contractor.
