• Formed 2 water and 2 sewer improvements for Town of Barton, and acted as legal counsel for water improvements in Village of Newark Valley; including contract review and negotiations with other municipalities and engineering firms, and litigating construction claims. • Performed as intermediary with USDA, bond counsel, and municipal officials regarding grants and loans valued at +$8M for all above water improvement projects. • Reviewed and updated codes for Town of Barton and Village of Newark Valley. • Advised on rights, legal compliance, financing, prosecution, and collections for Town of Barton, Village of Newark Valley, Tioga Fire District, and Borough of South Waverly. • Acted as Chairman of Tioga County Planning Board for 5 years, member for 14 years, and legal counsel, as well as member of Tioga County REAP Board specializing in obtaining federal grants and loans for governmental improvement projects. • Featured on front page of New York Law Journal for powerful and successful argument for expansion of debtors’ exemptions (In re: Francis & Darla Robinson). • Achieved successful litigation to avoid discharge of debts owed by mortgage agent debtor to clients (In re: Emerich Bares). • Investigated and effectively proved debtor failed to disclose assets, and obtained order setting aside order of discharge (In re: Lisa Ayres). • Formed multiple limited liability companies (LLCs), corporations and partnerships, together with agreements and necessary documentation between owners. • Incorporated multiple non-profits, and obtained charitable recognition for many of them; including Sayre PA, Sons of Italy Lodge and the transfer of its liquor license and drafting leases to safeguard members from personal liability. • Set aside numerous judgments, successfully litigating multi-plaintiff Fair Debt Collection Practice action against collection agency for hospital system; including state causes of action in NY and PA. • Represented financial institutions in closings including Tioga State Bank, Citizens & Northern Bank, First Citizens Bank, Community Bank, NA, and Wells Fargo Home Mortgage, Old Republic Relocation Company, among numerous other institutions. • Led acquisition of various properties and construction of facilities including manufacturing facility and drug stores; involving complicated financing with NY State and local agencies. • Negotiated purchase contract for former American Legion including resolving title, sales tax issues, governmental consents, liquor license transfer and negotiated and wrote leases for various occupants of the building.
