I lived here until recently and had to move, but still baby-sit for friends that stay in this complex and another one about 100-150 feet away. I was unable to get hardly any sleep for the last several months I stayed there, and there are still a few rude guys/bullies if you will, who insist on playing their car stereos at levels that it sounds like a jet airplane is landing in the parking lot 30-50 times a day through overnight, between 1-2 guys in E building, and 2-3 upstairs in the F building, and their friends, at all hours of the afternoon through the middle of the night to early AM hours. It's too bad only a few people make it almost unbearable to live, mostly impossible to sleep for several hundred people within a couple city blocks with their noise, and the management and police refuse to do anything unless they catch them in the act. These 4-5 guys and their friends would see how hard it is if someone threw water in their face every time they tried to sleep. It's like that
