- The Santa Ana Watershed Project Authority, also known as SAWPA, is one of the leading regional water agencies in California. Founded in 1968, it is a government agency that plans and builds facilities to protect the water quality of the Santa Ana River Watershed. The agency partners with planners, water quality experts, legislators, government agencies, and design and construction engineers to work on a range of water management projects. The Santa Ana Watershed Project Authority s projects include Stringfellow Treatment Plant, Woodcrest Pipeline, Western Riverside County Regional Wastewater Treatment Facility and Temescal Valley Regional Interceptor Line. It offers the Southern California Integrated Watershed Program, which is a series of drought-proof watershed construction projects. The agency is a member of the Lake Elsinore/San Jacinto Watersheds Authority. The Santa Ana Watershed Project Authority is located in Riverside, Calif.
