He is also fluent in conversational Spanish.

He also represented homeowners associations throughout California, serving as general and litigation counsel. He has experience advising boards regarding enforcing declarations and rules, amending and restating governing documents, board governance, vendor contracts, easements, member disputes, DFEH issues, and a wide range of other matters affecting associations and their interests. Mr. Khil is a member of the Orange County Bar Association, Riverside Bar Association and Community Associations Institute.

Prior to joining the Firm, she represented claimants who have been denied Social Security Disability benefits and also worked for the County of San Bernardino, Transitional Assistance Department. Ms. Lilomaiava is a member of the Greater Inland Empire Chapter of the Community Associations Institute and Riverside County Bar Association.
- Estate PlanningJULIE R. BALBINI has been a member of the California State Bar since 2000 and is the managing shareholder of the Firm’s Coachella Valley office. Ms. Balbini received her preparatory education at Pomona College in Claremont, California, where she graduated cum laude with a Bachelor of Arts (B.A.) in Theatre and received numerous academic honors. She obtained her Juris Doctor (J.D.) degree from the University of California, Los Angeles, School of Law. At law school, Ms. Balbini was active on the submission committee for the Bulletin of Law & Technology and Entertainment Law Review. Prior to joining Fiore Racobs & Powers, Ms. Balbini practiced business and real estate litigation and her clients included real estate developers, banks, large and small businesses, residential and commercial property owners, and country clubs.
