After serving in the United States Marine Corps as an enlisted man, he graduated from the University of Wisconsin in 1987 and the University of Iowa College of Law in 1990. He moved to Nevada in 1990 to clerk for the Chief Justice of the Nevada Supreme Court in Carson City. He worked for the State Public Defender’s Office in Winnemucca and Lovelock before he started the Workers Compensation Center in Reno in 1994. In his spare time, Jay and his wife Peggy enjoy working on their farm in Apple Hill, California.
