Head Start is a program unit of NORWESCAP, which is also known as the Northwest New Jersey Community Action Program. It provides educational, social, and mental and physical health care services for low-income families and children between the ages of 3 and 5. The unit offers home-based preschool program and training related to parenting and child discipline, growth and development. Head Start provides assessment, health screening, food and transportation services, as well as conducts various workshops. Additionally, it offers services for children with developmental disabilities. NORWESCAP provides case management, housing assistance, weatherization, and information and referral services. The Head Start program is offered in Phillipsburg, N.J.
