Founded in 1987, CAPECO, also known as Community Action Program East Central Oregon, is a community organization that mobilizes human and financial resources to benefit the citizens, businesses and communities in Umatilla, Morrow, Gilliam, and Wheeler counties Oregon. The organization s work force development unit is responsible for the management and administration of employment and training programs. It administers various emergency service programs. CAPECO s enterprise unit is responsible for the development and acquisition of funding of various housing projects and alternatives for low-income and farm workers. The organization also serves senior citizens and administers the Area Agency on Aging program.
