- The Office of the Secretary of State, previously known as the Keeper of Records, operates under the government of the New York State Department of State. Established in 1778, it is one of the oldest offices in the administration of the state government. The New York State Department of State manages various codes, administrative rules, coastal resources, cemeteries and local government divisions. It operates the state s licensing and fire prevention and control offices. The department licenses a variety of professions and occupations, including the real estate and cosmetology industries, private investigators and notaries through its licensing office. The New York State Department of State also provides administrative support for several other offices, including the state commission on public integrity, state athletic commission and committee on open government. The department maintains a location in New York City.
