Cotter & Kavanaugh has extensive experience in the residential, commercial, and mixed-use property sectors, with special competencies in projects financed with tax-exempt bonds, low-income housing tax credits, and historic rehabilitation tax credits. Our consulting services include financial modeling, cost segregation, cost allocation, and feasibility studies.Cotter & Kavanaugh was formed in January 2004 as an expansion of the highly successful eight-year working relationship that Chris and Mark Kavanaugh enjoyed at their former firm. The partners personally ensure that the systematic approaches necessary for success in auditing and accounting are applied to all consulting endeavors as well. Based in New York City, Cotter & Kavanaugh is experienced in servicing clients across the United States.Christopher M. Cotter With over twenty years of experience advising the real estate industry, Chris Cotter brings an intimate knowledge of affordable housing development, syndicated partnerships, low-income housing tax credits, and tax-exempt bond financing. Law firms, public financing agencies, non-profit housing groups and private developers consistently seek his sophisticated expertise on deal structuring matters. Prior to forming Cotter & Kavanaugh, Chris was the lead audit and consulting partner at Rubin & Katz LLP (since absorbed by Weiser LLP), where he was responsible for the successful completion of over 175 annual audits and cost certifications. As consulting partner at Rubin & Katz, Chris built a practice that advised leading national developers on over $3 billion in real estate transactions.Chris is currently a member of NYSSCPA, the American Institute of Certified Public Accountants (AICPA), the National Association of Real Estate Investment Trusts (NARIET), the New York State Association for Affordable Housing (NYSAFAH), The Real Estate Board of New York (REBNY), and the New York Association of Builders and Owners (ABO). Chris received his Bachelor of Science degree in accounting from the State University of New York at Oswego. Chris previously served on the real estate committee and the publications subcommittee of the New York State Society of Certified Public Accountants.Mark Kavanaugh has spent his 15-year public accounting career developing expertise in partnership, corporate, and individual taxation as it relates to the real estate industry. He brings a comprehensive understanding of the significant impact, both beneficial and detrimental, that income taxation has upon real estate property development and ownership. Mark's areas of focus include planning, research and compliance with respect to partnership allocations, low-income housing tax credits, historic rehabilitation tax credits, long-term construction contracts, IRC 1031 like-kind exchanges, cancellation of indebtedness, and taxation of high-net-worth individuals. In addition, Mark has extensive experience in successfully representing clients through IRS tax examinations, as well as those of various state and local taxing authorities.
