- Thames Valley Council for Community Action, Inc. (TVCCA) is Southeastern Connecticut's Community Action Agency. We are a private, non-profit corporation that has been providing social services to the region's economically and otherwise disadvantaged citizens of New London County since 1965. Our 28 programs currently reach approximately 26,000 eligible clients annually. TVCCA is well recognized as a community leader in advocating for and meeting the needs of the region's most vulnerable populations.
