I have a unique use for this. I dissolve 1cup/gallon into HOT water, then mix in cold just to make warm, and then add fabric [or clothes] and it binds the formeldehyde so the fabric is safe to sew, or the clothes to wear. For that purpose, having it on hand, and using it sporatically, the dry milk powder is great. Saco sells it by the case too.
