Very poorly managed HOA! They do not know the law and have arbitrarily applied HOA dues to penalty fees which is illegal. The landscaper who is contracted by the HOA to maintain certain properties' front yards is incompetent and does the very minimum. Properties are a disgrace and are left to the homeowner to clean up after the landscaper has finished.
