Powers Hill Design, LLC ( PHD ) is a woman-owned design firm providing civil engineering services. PHD focuses on providing our clients with the highest quality of design service while remaining competitive. We are equipped to work with public and private sector clients in providing such services as site engineering, grading and drainage design, traffic design, road design, utility design and all services related to the submittal and approval of applications to the Memphis Shelby County Division of Planning Development ( DPD ) for residential, commercial and industrial development.
