- The mission of Lorain County Community Action Agency is to serve and empower Lorain County residents in need. Community Action changes people's lives, embodies the spirit of hope, improves communities, and makes America a better place to live. We care about the entire community and we are dedicated to helping people help themselves and each other. LCCAA was created in 1966 as a private non-profit organization dedicated to continuous improvement and betterment of the local communities. It became part of national policy known as The War on Poverty. The initial mission of our agency was to improve the social well-being, economic capacity, and opportunities for low-to-moderate income individuals and families. To begin to achieve this basic purpose, LCCAA implemented two successful programs, Head Start in 1966 and Home Energy Assistance Program (HEAP) in 1973.
