How can the Parole Board ever expect prisoners and parolees to do the right thing and follow rules and laws when they do whatever they want just because they're the powers that be? If a prisoner who has served his time is being denied the right to parole in a timely fashion because the board no longer forces programming to be completed prior to an interview, and uses that to flop an inmate; how is that just and within policy, rules and the constitution? You people are building hate factories. You wonder why guys get out and continue to come back. The process you are using is like pouring salt in an open wound. Society suffers the most by spending taxpayer's dollars for a system that is set on vengeance anyway they can exact it. The signals being sent to prisoners is a recipe for disaster... one that will continue to fail, but that's the way the system is designed, to keep the prisoners returning and to keep prisons bursting at the seems - job security by human sacrifice.
