The authority also leverages government and private funds to invest in community projects. The Indiana Housing and Community Development Authority provides emergency homeless shelters and assistance to domestic violence and substance abuse victims and AIDS clients. In addition, it buys abandoned and foreclosed homes, as well as demolishes and redevelops vacant properties. The authority offers owner-occupied rehabilitation, homeownership education and pre-purchase counseling programs.
