Owners sweep neglect under the rug!!

On January 27th 2017 my 4 year old came to me describing an assault by another child that I was not made aware of. After the owner allowed me to watch hours of video footage (privacy violation) it was discovered that a child three times the size of my child took a string, wrapped it around my child's neck, forced her to the ground, then placed his weight on top of her. All while the teacher had her back turned, once the teacher did finally begin to pay attention she did not communicate the incident and even lied when questioned on it. The owners told me they would not be reporting it in the 24 hour period legally allotted. I called state abuse and neglect and had an investigation started. The owners, the other child's mother, and I had a meeting that following monday January 30th 2017. During this meeting the owner told us she saw no issues with what happen and would be taking no "in house" action. When I questioned her on other situations that I watched on the video that previous Friday, such as a little boy being drug around the playground NUMEROUS times by his neck using a hula hoop while the teacher did nothing, she responded saying that I should have never seen it and so long as there are no external visible marks on the child she does not have to call the parents. She then went on to tell me that my four year old should have said something when I asked why I wasn't made aware of the serious incident that occurred. When asked if the teacher who can be seen on video neglecting her class on multiple occasions that day, the owner responded saying no that she didn't see an issue and would simply make the teacher take another training class. When asked about the child who attacked my child, the owner told me that they have a no exclusion policy and cannot disenroll a child for "no reason". I voiced in the meeting that my children would stay home until the states investigation was concluded. The following Friday I text one owner (two owners, they are sisters) at 7:24am explaining that I needed to bring the kids in after all and would be checking on them through out the day and asked if the teacher had any further training and what age group she would be in charge of. After speaking with the first owner through text messages a little over an hour later at 8:32am I arrived at the daycare to drop my children off. I was then told by the other owner that she disenrolled my children. Not once did she notify me of this actions, nor did I ask her to disenrolled my children. She did not contact me asking if I would be making a payment or what my long term intentions were with child care. If there is a no exclusion policy and the aggressive child was not removed, and the neglectful teacher was not removed, WHY was my child the "victim" removed WITHOUT notification? When I text the owners at 11:27am asking that exact question I was told that I made that decision, when I at NO POINT said I want to disenroll my children, I said they will remain home until the investigation was closed. Legally if I am still paying my child care fees my children's spots are held. Not once did I even receive an apology from one of the owners and was even told that my four year old was essentially to blame for the incident not being communicated!! I caution any parent that is considering using this day care! I will not allow my children to be in the care of an owner who said out of her own mouth that no matter if a child is being drug around by their neck she doesn't have to tell you so long as there are no marks! There could be a number of things that could be damaged internally and you would never know what happen to your child all because the owner doesn't find it necessary to call you. Please don't be afraid to be an advocate for your children, as a parent you have their true best interest at heart!
