The Head Start program is administered by the Office of Head Start, which is managed by the Administration for Children and Families. The Office of Head Start administers the Alger Marquette Community Action, BHK Child Development Board, Branch ISD Head Start, Capital Area Community Services, and Gogebic-Ontonagon Early Head Start programs. It also conducts the Community Action program, which includes housing assistance, transportation and support services. The Head Start program serves various school districts, including Muskegon Heights Public Schools and Muskegon Public Schools. The Administration for Children and Families is managed by the U.S. Department of Health and Human Services.
