Jack Mitcham installed a vinyl privacy fence in 2004 for me and did not even dig below the frost line. In Dec 2004 the fence began to fall down due to frost heaving. He was not licensed contractor although he told me he was. I tried to resolve this outside of court. He promised in Jan 2005 - April 2005 to come back when the weather was better to fix the fence he never did. My husband even offered to help him, all that Jack needed was someone to help them and he needed to provide the concrete. My husband and some friends used an auger and installed the fence correctly Memorial Day weekend 05.I took him to court in 2005 and in 2007 finally was awarded what I paid him to install the fence $3115 + $50 court cost that I still have not collected to date (12/8/09). Verify he is licensed if you want to deal with him and pay by credit card. I paid by check - no way to dispute the charges. It's pretty scary that a builder does not know what the frost line is in MD.
