      Located in Eau Claire, Wis., Lutheran Social Services of Wisconsin and Upper Michigan features counseling sessions with birth parents on various parenting options. It supports the Lutheran Social Services Adoption & Birth parent program in contract with the state of Wisconsin to assist in the adoption of children with special needs. Lutheran Social Services of Wisconsin and Upper Michigan is owned by the synods of Evangelical Lutheran Church in America (ELCA).
