Most recently two professional police officers arrived. To protect the day. The observed incident took place at this location: Edwards Metro Pointe Stadium 901.S. Coast Dr. Costa Mesa Ca 92626. The exact location was on the third top floor of the parking structure. The day was : Monday. The Date was: Oct. 29, 2019. The approximate time frame of the observed incident was: Between: 10:00 P.M. and 10:22 P.M. It was observed that a black Honda Civic , was observed loitering on the far north corner of the third floor parking structure. The four door black Honda Civic did not have a back car license plate. The car was parked next to the cement wall. That faces , Coast Drive. We observed a possible customer just drive into the parking stall. On the third floor. Then it was observed the black Honda Civic with no observed back license plate drove up to the driver's side door of the car that just parked. The driver of the black Honda Civic started asking questions of the potential customer . Such as: " Why are you here"? Then the potential customer asked : " Why do you work here"? The driver of the four door black Honda Civic with no back car license plate responded: " No ". Then the potential customer asked : " So why are you talking to me , did I do you wrong in any way"? The driver of the four door black Honda Civic replied: " You looked at me"? The response from the potential customer was:" Well sorry have a good night". Then the four door black Honda Civic with no car back license plate drove back to the north corner of the third floor parking structure. The driver stood behind the black Honda Civic with no car license plates. The driver appeared to be a male Hispanic adult. Approximately in his twenties. No visible, facial hair. no visible tattoos. The male Hispanic adult of the black Honda Civic with no car license plates. Appeared to be wearing the following: A gray beanie, also a long sleeve gray sweater. Plus: Dark black baggy pants. His approximate Hight is approximately : Five foot ten inches . Weight : Possibly: 180 pounds. The driver of the four door black Honda Civic with no back car license plate , appeared to have a accomplice. A female Hispanic adult. She was observed sitting on the passenger seat. The suspicious male Hispanic adult again drove up to the drivers side door of the potential customer. He was again heard asking unjustified irrelevant questions . Such as: " What race are you"? The potential customer was heard responding: " You have lots of question , would like me to call the police , to help you get all you're questions answered ". The response heard was: " Go head". It appears the potential customer must have called the police. The driver of the four door black Honda Civic with no back car license plate was then observed driving off the third floor parking structure. The black Honda Civic had four car doors. No back car license plates. The Costa Mesa Police arrived on the third floor parking structure. Approximately at: 10:22 P.M. Its unknown if the suspect or suspicious subject has priors? Its unknown if he as any weapons or drugs? Its possible based on the observed actions , the driver of the black Honda Civic with no back car license plate wanted to instigate or commit a crime. Possibly car jacking? Or robbery ? Note: It does appear to be significant that no shopping center security patrol were observed. Not on foot or patrolling in a golf cart. Some may speculate the security guard was sleeping or watching porn ? Note: As we know, the crime of attempt, is a criminal act that was going to take place. Yet, something interfered with the crime attempted . Calif. Penal Code: 664. The asking of personal questions. May fall into three categories: ( 1.) Harassment. Calif. Gov. Code: 12900 ? Or ( 2.) Offensive words: Calif. Penal Code: 415.( 3.) Invasion of privacy ? A violation of the , 4th Amendment. The other observed crime was loitering on the private property. Calif. Penal Code: 647g and 555.2.
